The illegal trade in tobacco products remains a significant challenge in Austria.
Around 13%1 of all cigarettes consumed in Austria are non-domestic duty paid, resulting in an estimated loss of approximately €378 million in tax revenue in 2025 alone. These are funds that could otherwise support essential public services and community initiatives.
The illegal tobacco trade is not a victimless crime. Evidence shows that illicit tobacco products are often distributed through organized criminal networks, many of which are also linked to other serious forms of crime, including the trafficking of drugs, weapons, and people.
By smuggling tobacco products into countries and selling them at significantly reduced prices, these criminal organizations generate substantial profits that are then used to finance illegal activities within our society.

Through ongoing market monitoring and research, we support our partners with reliable data on the scale and impact of the black market.
