Illegal trade remains a challenge for governments, legitimate businesses, and consumers. Following developments in 2024, Azerbaijan experienced a significant increase in illicit tobacco products, reaching the highest level seen in recent years.
Azerbaijani authorities, including the Ministry of Economy, the State Tax Service, Customs authorities, and law enforcement agencies, have taken coordinated action to combat illegal trade. JTI supports these efforts through regular engagement, knowledge sharing, and training initiatives designed to strengthen cooperation and expertise.
This collaborative approach has produced tangible results. Illegal trade declined by approximately 70% from its 2024 peak within 12 months, helping to protect government revenues and support a fairer marketplace.
